The President of the Republic, Luis Guillermo Solis, will sign the law this Thursday, at 9 a. m. in the esplanade of the central building of the ICE, in La Sabana, the Ministry of the Environment informed. Once the new legislation is published in La Gaceta, the Ministry of Finance will begin to apply the exemptions in customs, confirmed Priscilla Piedra, general director of the Treasury.
"According to what is established in the approved text, the only thing that requires prior regulation to proceed with the exoneration are the spare parts, the rest comes into effect as of publication," explained Piedra.
All other benefits, such as the exemption in the spare parts, the property tax on vehicles and the blue parking lots, are subject to the regulations of the law or some previous procedure, as detailed in the legislation and in the consultation to the office of the Deputy Marcela Guerrero, one of the promoters of the project.

The new law authorizes the institutions of the Public Administration, public companies and municipalities to promote the purchase and use of electric vehicles. ICE has already taken the first step and published, the 1st. last November, the poster of the public tender for the purchase of 100 electric vehicles, which will replace units with conventional engines.Plans of the agencies
Some agencies already sell electrical units in the country, which before the law had a fiscal benefit. This is the case of Bavarian Motors that distributes the BMW I3.
Juan Ignacio Sanso, Sales Manager BMW, reported that this car entered the country in 2016 and have sold about 45 units.
"At the level of plans by Bavarian Motors, we will continue working as we have done since its launch, in August 2016, in an active way, continue to contribute to electric mobility with the placement of electric stations (added to the seven already placed for use of external client), "Sanso said.
Regarding the price, he explained that the current one is $ 65,000, but with the application of the law it drops to $ 55,000.
Other agencies already have trial cars in the country and are preparing to bring more units for sale. These are the cases of Group Q with the Hyundai Ioniq and the Datsun Agency with the Nissan Leaf.
Q Group brought to the country, last December, the electric Ioniq and put it on display at the Hyundai agency in Lindora.

Rodolfo Peña, regional manager of Hyundai Product, said that they already have six units in the country that are in the fiscal warehouse and are part of a strategy to have 40 in the first quarter.
"With great enthusiasm we tell you that the first electric Hyundai Ioniq have arrived in the country. At this moment they are in the fiscal warehouse. As the demand grows we will be making new orders, "said Peña.
In December the firm issued a statement in which it states that the current price of the electric Ioniq is $ 38,535, but with the exemptions included in the law, its price could be $ 32,850.
In Datsun agency, Fiorella Rueda, marketing manager reported that in 2017 they imported two Nissan Leaf vehicles for customers to try, and from this year they will import more depending on customer demand.
"The model starts its sale in Costa Rica starting in 2018 and is expected to be placed first in fleets, and it would be expected to be able to place 50 to 100 units in this first year of sale," Rueda commented.
Other agencies will bring electric cars that are already sold abroad, but not in Costa Rica, for example the Automotive Group.
Miguel Gorrias, marketing manager of Grupo Automotriz, indicated that the first two electric Ford Focus arrive in the country this week. He explained that these cars are still not going to be commercialized and will wait for the publication of the law to discourage them.
Regarding the Volkswagen E-Golf, Gorrias explained that they are waiting for an internal process in Volkswagen AG, in Germany, to release them in the first half of this year.
Grupo Q also distributes the Chevrolet brand currently offered in the international market by the electric Chevy Bolt. This has not yet arrived in the country, but Marco Moreno, Product Manager of Chevrolet explained that they plan to market it in a short term in Costa Rica and now even more driven by the approval of this new law.

"These lines will include facilities in their terms, interest rates, guarantees and procedures, as long as these do not represent risky situations for the entities," says the legislation.
This newspaper consulted the National, Costa Rica, Davivienda and Scotiabank banks about whether they have products to finance electric cars.
Nacional and Davivienda said they still do not have a particular product; the Bank of Costa Rica noted that the current financing in new vehicles includes eco-efficient vehicles and the institution is currently consulting the case of electric transport.
For its part, Karina McQuiddy, Scotiabank Senior Credit Products Manager, explained that they have differentiated rate conditions for the PAVE (Efficient Vehicle Acquisition Program), which includes electric cars.
This program offers credit facilities for people who buy efficient vehicles, according to the list published by the Ministry of the Environment.
