What are they?
It is understood by placement agencies public or private entities, for profit or no, that, in coordination and, if appropriate, collaboration with the corresponding public service occupation, carry out labor intermediation activities that have the purpose of providing the working people have a job suitable to their characteristics, and provide the employers with the most appropriate workers for their requirements and needs.

To this end, the employment agencies have to assess the profiles, skills, knowledge and professional qualifications of the workers who require their services to search for employment and the requirements and characteristics of the jobs offered. These placement agencies can also carry out actions related to job search such as professional guidance and information, and with the selection of personnel.

Relocation companies are placement agencies specialized in the activity for the relocation of workers who are surpluses in business restructuring processes, when they have been established or agreed with the workers or their representatives in the corresponding social plans or relocation programs , and are subject to the legal and regulatory regime established in general for the employment agencies.

Recipient entities
Individuals or legal entities, including temporary employment agencies, who want to carry out labor intermediation activities, understood in accordance with article 31 of Royal Legislative Decree 3/2015, of October 23, rewritten text of the Employment Law as a whole of actions that aim to put job offers in contact with workers who are looking for a job, for their placement, and their work centers are located exclusively in Catalonia, they will have to present a statement responsible to act prior to the activity as a placement agency and / or relocation company to the Public Employment Service of Catalonia.
The placement agencies may start their activity from the day of the presentation of the responsible statement, without prejudice to the faculties of verification, control and inspection attributed to them by the Public Employment Services, in accordance with the one established in article 33 of the Real Legislative Decree 3/2015, of October 23, rewritten text of the Employment Law.
If the labor intermediation activity is carried out exclusively by electronic means, or the work centers where they want to act are distributed in different autonomous communities they will have to present a responsible declaration prior to the activity to the SEPE ( Public Service of State Employment). Type of declarations / communications planned
a) Responsible statement of start of activity as placement agency:

The entities that want to act as a placement agency and / or relocation company will have to submit a prior declaration of responsibility to the activity, using the corresponding responsible declaration model, in accordance with what is established in article 33 of the Royal Legislative Decree 3 / 2015, of October 23, revised text of the Employment Law. The Employment Service of Catalonia will be able to check everything that has been declared in the model of responsible declaration, and any other requirement or obligation that may affect them, after the start of the activity. Once the declaration is presented, the identification number of the placement agency will be communicated.
It must be remembered that the obligations established in article 5 of Royal Decree 1796/2010, of December 30, must be met, among which there are:
• Guarantee to the workers of the free provision of services, both labor intermediation and other actions related to the search for employment;
• compliance with the rules on universal accessibility for people with disabilities;
• the sending to the Common Telematic Area of ​​the information on the activity of the placement agency on a monthly basis, and annually the Report of the activities carried out during the previous year.
The inaccuracy or falsity in any data, manifestation or document, of an essential nature, which has been accompanied or incorporated, to the responsible statement will determine the impossibility of continuing with the activity as a placement agency, without prejudice to criminal, civil or administrative responsibilities in which they took place.b) For the extension / change of work centers and / or specialization as placement agency:

The placement agencies and / or relocation company registered by the Employment Service of Catalonia have to inform the SOC of any change / extension of their registered work centers, provided they are located within the Catalan territorial scope, or they can communicate the change / extension of the specialization to act as a placement agency and / or relocation company through the corresponding responsible declaration model. The Employment Service of Catalonia will be able to check everything that has been declared to the extension / change declaration model, and any other requirement or obligation that may affect them, after the extension / change as placement agency. In the event that the extension or change affects workplaces located outside the territorial scope of Catalonia, the declaration for the extension / change will have to be addressed to the SEPE (Public State Employment Service). c) Withdrawal / total or partial resignation of the activity as placement agency:

The placement agencies and / or relocation company registered by the Employment Service of Catalonia that want to renounce the registration as a full or partial placement agency will have to present the existing low communication model for this purpose.

d) Temporary suspension of the activity as a placement agency:

The placement agencies and / or relocation company registered by the Employment Service of Catalonia that want to temporarily suspend the activity by | for a maximum of 3 consecutive months will have to present the existing communication model for this purpose. The temporary suspension notified will have to be published in the affected work centers, as well as in the web page of the entity, where the start and end date of the suspension will have to be indicated.

Deadline for submission of statements or communications
There is no deadline; It can be presented throughout the year.

Place of presentation
The declarations / communications must be presented in the OGE offices network and they must be directed to the Intermediation Area.

Other changes
In the event that any information affecting the name or corporate name is modified, the entity's NIF, email address, notification address, legal representative, etc., must be communicated to the SOC, specifically to the Intermediation Area, by writing signed by the legal representative.
